It hinges on the vendor and on how often your team size changes. Vendors, Microsoft included, offer different commitment terms, and the term affects both the price and when you can reduce seats. Terms change, so we check the current ones and put both options side by side as a yearly figure so you can weigh them properly.
That is a typical starting point. We set actual installations and usage against invoices and propose specific actions: fill the gaps, downgrade, cancel, or move to a no-cost alternative where it fits, such as LibreOffice on machines that only ever open documents.
